Amendments to the Muhammad Ali American Boxing Revival Act (H.R. 4624) advanced this week after a bipartisan committee vote, according to a letter sent directly to World Boxing News from Congress.
The updated proposal would introduce an optional new framework, Unified Boxing Organizations (UBOs), alongside existing sanctioning bodies, with lawmakers outlining higher minimum fighter pay and expanded medical protections as part of the latest revisions.
The bill, introduced on July 23, 2025, by Congressman Brian Jack and Congresswoman Sharice Davids, marks the first substantive update to federal boxing law in more than a quarter century.
Committee vote advances bill after amendments
In the document received by WBN, Jack stated that the United States House Committee on Education and the Workforce voted to report the legislation favorably.
Under the proposal, UBOs would operate alongside the current sanctioning-organization model rather than replace it, allowing boxers to choose the system that best suits their professional interests.
Before the vote, the Committee adopted three amendments by voice vote. Jack’s letter outlined the following changes:
- An Amendment in the Nature of a Substitute offered by Chairman Tim Walberg increasing the proposed minimum payment-per-round from $150 to $200, expanding proposed minimum medical coverage from $25,000 to $50,000, and updating timelines and frequency requirements for mandatory medical testing, including eye exams, bloodwork, and brain health testing.
- An amendment offered by Representative Mark Harris updating the minimum number of physicians and ambulances required to be present to two (2) to ensure continuous medical support during UBO bouts.
- An amendment offered by Representative Ilhan Omar mandating boxer contracts be no longer than six years, updating proposed free agency provisions to allow boxers—beginning 30 days before contract expiration—to initiate contact with other UBOs or promoters, while establishing that in the absence of a bout within any six-month period, a boxer would be entitled to compensation equal to ten times the minimum per-round rate.
With committee approval secured, the legislation now advances to consideration by the full United States House of Representatives.
The legislation does not propose eliminating existing sanctioning bodies and would allow current structures to continue operating alongside any new framework.
WBC president responds to oversight push
Following the Committee’s action, World Boxing Council President Mauricio Sulaiman issued a statement sent directly to World Boxing News addressing what he described as growing uncertainty surrounding boxing’s future structure.
“Everything is going to be all right,” Sulaiman said, before warning that the sport is “currently in the headlines all over the world, but for the wrong reasons.” He described what he believes are efforts by a “powerful entity worth billions of dollars” to enter boxing, reshape the industry, and influence U.S. law.
Sulaiman emphasized that boxing’s long-established ecosystem includes multiple sanctioning bodies and a wide range of promoters worldwide, arguing that the sport has historically operated as a free market and that its titles remain central to fighters’ ambitions and fans’ interest.
“The only reason the WBC exists is for the boxers: before, during, and after their years in the ring,” Sulaiman stated, adding that fighters should know the organization “has their backs” and will continue to support them.
What happens next
Supporters of the legislation view the committee vote as a pivotal step toward modernizing federal boxing standards, though further debate is expected as the bill moves to the House floor.
Lawmakers will now determine whether the revised proposal advances as the bill moves through a bipartisan but closely scrutinized legislative process, while boxing stakeholders continue to assess how any eventual changes could affect the sport’s regulatory framework in the United States.
